Dumaguete Free Marathon Clinic Monthly Progression Rationale: The Office of the President issued Executive Order (EO) 134 in 1999 declaring August 12 as IHL Day to commemorate the signing of the 1949 Geneva Conventions. The PNRC took a step further by designating the whole month of August as IHL Month. - PNRC What is international humanitarian law? · International humanitarian law is a set of rules which seek, for humanitarian reasons, to limit the effects of armed conflict. It protects persons who are not or are no longer participating in the hostilities and restricts the means and methods of warfare. International humanitarian law is also known as the law of war or the law of armed conflict. · International humanitarian law is part of international law, which is the body of rules governing relations between States. International law is contained in agreements between States - treaties or conventions -, in customary rules, which consist of State practice considered by them as legally binding, and in general principles. · International humanitarian law applies to armed conflicts. It does not regulate whether a State may actually use force; this is governed by an important, but distinct, part of international law set out in the United Nations Charter. To initiate an annual sporting event in celebration and in support of the International Humanitarian Law; 2. To organize a 3,5,10-kilometer run/walk to be participated in by different agencies, the youth in schools and people from the barangay to ensure the participation of various sectors; wherein the finishers will be awarded-instead of monies and trophies-Rice, the symbol of Life and IHL Day certificates; 3. To help and support the Philippine National Red Cross Program fundraising campaign. Purpose: This is part of the Dumaguete Free Marathon Clinic Monthly Progression Training (Month 5) and to Create awareness about International Humanitarian Law: From Humanity to Peace, by: 1. To encourage schools and university in Dumaguete City and in the Province of Oriental Negros to participate in the sports event; 2. To encourage all sports groups not limited to running - to participate as a team and different agencies to ensure participation of various sector; 3. To encourage the tourists, the public and private communities, local stakeholders to sponsor the IHL 3, 5, 10-kilometer Finishers Run. Event Detail: The 1st IHL: "Humanity to Peace" Run is a 3, 5, 10-kilometer run/walk challenge. It is a local sporting event to be held in Dumaguete City area, the assembly is at the front of Shakey's and Honeycomb at the City Bay Front- Rizal Boulevard. The date of the event is on August 20, 2006 at 5:30 am Sunday. The number expected participants will 1,000 more or less. |

Course Detail: The assembly area will be in front of Shakey's and Honey Comb along the Rizal Boulevard. The 3, 5, 10-kilometer marathon will start in front of Honey Comb and run through Rizal Boulevard, then: a. the 3-K participants will turn left at San Juan Street then proceed to Alfonzo Street then turn left down to Luke Wright Street and back to Rizal Boulevard; b. the 5-K participants will run through Flores Avenue going to Looc By-pass Road, then turn left to Hibbard Avenue proceed to Perdices Street passing the Cathedral Belfry the pass across the Old Banica Bridge; then through Canday-ong Road turning left and cross-over the New Tinago Bridge then back to the City's Bay front the Rizal Boulevard for the finish; c. The 5-K participants will run through Flores Avenue going to Brgy. Piapi, then turn left to E.J. Blanco Drive and proceed to Perdices Street passing the Cathedral Belfry the pass across the Old Banica Bridge; then through Canday-ong Road turning left and cross-over the New Tinago Bridge then back to the City's Bay front the Rizal Boulevard for the finish. Thus, the 3, 5, and 10-kilometer runs will be an out and back course starting and finishing at the Rizal Boulevard. |
